[Sbs_gems] [New Logentry] Follow-up Re: INFN GEM HV investigation

Looked at some myaplots and found when the incidents happened. I talked with Roberto and we are not fully convinced these are shorted sectors. But there definitely was some kind of HV issue that make the module not remotely recoverable. All HV is now off. Currently we think there are hardware problems with the bottom and middle modules of the first INFN layer J1. See attached pictures.
