[BTeam] beam measurement spreadsheet

Attached find ods and xlsx versions of the spreadsheet in which I've 
been recording qsUtility results in FY18.  Source elog numbers are 
included.

The worksheet "matchPasses" has the fractional factorial I ran on five 
passes of the C line to estimate the range of beam sizes at the target 
matching using only the quads before the dumplet. Input emittances are 
conservative.  Two of the nine cases examined on passes 3/4/5 will 
likely require rematch before the Compton to get desired beam size there 
and at the target, adding four hours to setup time after pass change. 
This is the same fractional factorial I ran in designing the D line from 
BS to 5C11 and the collimator in the hall.

Less conservative input emittances would be used if measurements are 
made at the B dumplet per
