[Clas12_rich] RICH cooling and N2 purge system OSP for review

Dear Lemon,

First of all we need to perform Task Hazard Analysis. The PRAD example  form is attached.
You will identify hazards, level of this hazard before and after mitigation.
Then we will consult the Safety experts and they will tell us do we need actually
Operation Safety Procedure or not. Again the PRAD example form is attached.
I think that we need identify hazards for the air cooling system and N2 purge system.
