[Clas_members] 'no shifts' tag

Dear Jacques,
I added the 'no shifts' tag for cases where a member is for example
pregnant or medically unfit (like wearing a pacemaker for instance) to
do shifts. The institution's share is reduced accordingly.
Shift lists have no impact on publication authorship, which is managed
by the CLAS membership committee.
This being said, the 'no shifts' label should be used responsibly.
