[Dsg-rich] RICH detector

Hi Bobby and Rusty,
I am just checking the progress on the TOSP for RICH detector assembly. Bobby has apparently checked the procedure/drawings for the aerial crane portion, but we still need a signature for that, and tthe cranes/hoists from Rusty.

Thank you Marc. I have spoken with our engineering dept. You may proceed in assembly, however, the assembly will have to be QA'd and load tested before use. The assembly will need to be load tested to 2,000 lbs. with the equipment and rigging to be used for assembly of the Rich detector. Thank you, Joe.
