[Dsg-rich] Upgrade to the RICH Valve panel

Hi Bob,

We are preparing to start continuous N2 flow to the RICH. Once the 
Aerogel is installed the purge must be continuous to avoid the 
absorption of moisture. Before this happens we need to install an oil 
coalescing filter before the N2 supply valve to the panel. We also have 
been requested to install an oil coalescing hepa-filter on the output of 
the compressor (we have purchased filters for both compressors).

We also have been requested to monitor the moisture content of the 
compressed air, to do this we will use the same instrument used on the 
DC gas. George is looking into the best installation location on the 
valve panel for the moisture sensor.

Per the Jlab pressure systems program we need to run this through you 
(as the system owner) and get all the approvals before modifying the 
approved system. We should have an updated P&I ready today.
