[Dsg-rich] Schedule RICH stiffening tool load test

The last email we have, unless the one you mentioned was not sent to a mailing list sent, was is from August 8, 2017 where Doug says that he will load test the stiffening tool when it gets here (emails below in blue). 

We will contact Mark Loewus for the load test.

we are starting the procedures for the construction of the tools for 
the 
load test and one thing we have to define is the delivery deadline. 
Could you tell us possible dates for the load test, compatibly with
