[Dsg-rich] RICH N2 backup manifold test

Hello,
We need to perform a short test of the new backup manifold to see how much flow can be provided the N2 bank.
This will involve temporarily shutting off N2 to RICH (only for a few minutes). During this time, the hardware interlock override switch will be used to prevent N2 flow interlock from tripping off HV and LV. We will also disable alarms for RICH N2 flow for the test to prevent any spurious alarms.
After the test, we will know how much flow the backup system can provide to RICH and then be able to estimate how long the backup N2 banks will last.
