[Pansophy] L2RB Travelers and Procedures

Good afternoon, all,

During the process of reviewing L2RB-CMA-CM-DISA-R1 and L2RB-PR-CMA-WS5-DISA-R1, it came to my attention that there was a chain of several L2HE procedures and references needed before these documents can go out. I have moved them to the current template and renamed them to L2RB, all that is left is a review and some small questions I have for a couple of them. I've broken the chain down below, along with any questions I have.

As a reminder, while we are happy to route documents that need references at the same time as the references, they can't go out without their references being ready, and won't go live until the reference is live and linked.
